The worst NFL draft pick of all time by every team

31. Tennessee Titans
A lot of teams were desperate for quarterback help in 2011 but it’s hard to say whether the ongoing lockout between the NFLPA and the league didn’t have an effect on how this class was evaluated given how so many busts there were. The Tennessee Titans were hoping to move on from the Vince Young era by that point and wanted somebody they could build around for the future. Sadly Jeff Fisher had been fired by that point and his keen eye for the position was gone.
All things considered, Jake Locker wasn’t as bad as other QB busts in NFL history. He threw 27 touchdowns to 22 interceptions. However, being an 8th overall pick comes with major expectations. To play just 30 games in four years with a 9-14 record? That comes in woefully beneath the expectations placed on him. Injuries did play a part in it, as did questionable coaching, but it was clear Locker never should’ve been picked that high.
