5. Justin Herbert, Oregon (Junior)

28 career games (16-12 record)

It may surprise some to see Herbert so low on this list after all of the mock drafts projecting him to go in the top five or 10 overall in 2019, but there are some valid concerns with his game.

Nothing to do with his skill set however, one of the primary concerns for Herbert right now is health. In three seasons as the starter for Oregon, he’s been limited to just 28 games due to injuries.

Heading into Oregon’s bowl game, Herbert is dealing with a deep shoulder contusion. Before that, he missed time with a concussion. He’s also had a broken collarbone.

Herbert’s injury history hasn’t completely overshadowed the ‘good’ he brings to the table, though. He’s got an impressive combination of size, arm talent, and athleticism.

When I watched Herbert this year, I noticed he doesn’t put consistent touch on his passes, and he’s not always elevating his team to the level they could be playing at. He played seemingly in streaks this past season, and seemed slow to process at times.

There are rumors Herbert will be returning to school anyway, so he may not even be up for grabs until 2020.
