1. Ryan Finley, QB, North Carolina State

Ryan Finley is entering his fifth year of college football after two seasons with Boise State and two with North Carolina State, and he still has just 38 career touchdown passes in 977 attempts.

That touchdown rate is far too low, though Finley rarely makes egregious mistakes with the football, completing passes at a 65.1 percent clip last season.

Simply put, it feels like Finley has not quite reached the level of play he’s capable of, or at least the level of play people make it sound like he’s capable of.

In a league that is starved for quarterbacks, Finley has been getting some first round and even top 10 hype from NFL Draft analysts, but is it warranted?

As of right now, Finley looks like a very solid player with a limited ceiling at the next level. I wouldn’t even go so far as to say he looks like a ‘safe’ pick yet at this point.

I want to see some big-time production out of Finley, more risks with the football downfield, and less vanilla play. He’s got ability but does he have the type of confidence and killer instinct you need at the quarterback position in the NFL? I’m not so sure.
