The Governor created an oasis in Woodbury, it had it all. An impressive defense force, supplies, an advanced science program, and the will of the people. Loyalty. Key to The Governor’s strength is the limitless ability to inspire, to bring people together toward his viewpoint. Some like Michonne might not comprehend the esoteric vagueness required to maintain a community (some things are better off not knowing) but The Governor understood perfectly.
